« Un CSE qui propose des voyages à ses adhérents et/ou participe au prix du voyage choisi par ses adhérents par une subvention peut avoir deux casquettes :

Soit son intervention est gracieuse c’est-à-dire qu’il ne fait pas de profit sur le prix proposé aux adhérents : il est alors intermédiaire gracieux entre un professionnel immatriculé (agence ou TO) et se charge de conclure un contrat de groupe, communiquer les informations aux participants, récolter les paiements etc ;

Soit son intervention est rémunérée et pour être autorisé à vendre des prestations touristiques aux membres du CSE (en margeant sur le prix d’achat aux professionnels agences et TO), alors le CSE doit être immatriculé à Atout France, et présenter les mêmes garanties que tout autre opérateur pour cela c’est-à-dire garantie financière et assurance de RCP.

Certains « gros » CSE sont immatriculés.

Par prestations touristiques, on entend aussi bien des forfaits que des prestations isolées comme de l’hôtel, du transport ou de la location auto seuls.

Enfin, recourir à un professionnel quand on est un CSE présente tous les avantages du statut des agences et opérateurs immatriculés : RCP, garantie financière en cas de défaillance mais aussi conseils, contrôle des prestataires, gestion et suivi du contrat (modifications, annulations, non-conformités etc). »
